Allows certified telecommunications providers and telephone companies to elect exemption from filing or maintaining tariffs with the Public Utilities Regulatory Authority for services offered to business retail end users, effective July 1, 2016.

Requires providers electing tariff exemption to make rates, terms, and conditions available to business retail end users through a customer service guide, Internet website, or contract in a clear and conspicuous manner.

Increases consultant expense limits for proceedings involving telecommunications companies from previous amounts to not more than $200,000 per agency per proceeding for companies with more than 15,000 customers and $50,000 for those with fewer than 15,000 customers.

Repeals section 16-247i of the general statutes and updates references throughout related telecommunications regulatory sections to reflect amendments made by the act.

Requires the Public Utilities Regulatory Authority to adopt regulations as necessary to carry out provisions relating to competitive telecommunications services and tariff procedures.
