Requires poultry flock owners to register flocks with the Commissioner of Agriculture to participate in the National Poultry Improvement Plan program or avian disease control programs, effective October 1, 2016.

Establishes annual registration fees of $25 for flocks with fewer than 100 fowls and $50 for flocks with 100 or more fowls.

Exempts fanciers under 18 years old whose flocks are tested solely for entry into fairs, shows, or exhibitions from paying registration fees.

Prohibits the sale or offering for sale of live poultry or hatching eggs as disease-free or as participating in the National Poultry Improvement Plan unless the seller is currently participating in and in good standing with an approved avian disease monitoring program.

Prevents non-compliant flocks from selling poultry until they meet National Poultry Improvement Plan standards or qualify for required avian disease status.
