Authorizes the Commissioner of Energy and Environmental Protection to adopt regulations prohibiting or restricting feeding of potentially dangerous animals (as listed in section 26-40a) on non-state-owned property, effective from passage.

Allows designations of areas subject to feeding prohibitions or restrictions to take effect after public notice and a public comment period.

Permits conservation officers and other officers authorized to serve criminal process to enforce adopted regulations, with violations classified as infractions.

Removes the exemption for snapping turtles from wildlife trafficking prohibitions under section 26-78, making them subject to the same restrictions on buying, selling, exchanging, and possession as other wildlife, effective October 1, 2016.

Violations of wildlife trafficking provisions constitute a class C misdemeanor.
