Establishes new sport fishing license fees for Connecticut residents aged 65 and older who reach that age on or after January 1, 2017: $5 for resident fishing license, $5 for marine waters fishing license, and $7 for all-waters fishing license.

Provides free annual fishing licenses to persons who attained age 65 before January 1, 2017, and have been state residents for at least one year.

Removes the previous provision allowing seniors aged 65 and older to obtain fishing licenses and combination hunting/fishing licenses without any fee.

Modifies youth hunting and fishing permit fees to apply to residents under 18 years of age (instead of just ages 16-17), capped at 50 percent of standard fees.

Effective January 1, 2017.
