Changes commercial feed manufacturing registration requirements to apply only to facilities with gross sales of $25,000 or more per year, with annual fees of $50 for facilities with fewer than five full-time employees and $100 for those with five or more employees.

Adds authority for the Commissioner of Agriculture to suspend, revoke, or refuse commercial feed registrations, with appeal rights to Superior Court within ten days and administrative penalties of $100-$500 per violation.

Converts milk dealer, yogurt manufacturer, cheese manufacturer, dry milk manufacturer, and pet grooming facility licenses from annual to biennial (two-year) terms, effective October 1, 2016.

Doubles biennial milk dealer and dairy manufacturer license fees from $100-$200 to $200-$400 annually (or $200-$400 per two-year period), and store license fees from $60 to $120 annually.

Doubles commercial kennel, pet shop, grooming facility, training facility, and animal importer registration fees from $100-$200 to $200-$400 and converts to biennial renewal periods.
