Prohibits motor buses and trucks (excluding farm implements and school buses) from idling for more than three consecutive minutes when not in motion, effective October 1, 2016.

Establishes 12 exemptions to the idling restriction including traffic conditions, defrosting/heating/cooling needs, auxiliary equipment operation, reaching manufacturer operating temperature, temperatures below 20°F, maintenance, military inspections, emergency vehicles, drive-in queues, freight loading/weighing, livery services at weddings/funerals, and restaurant food delivery.

Classifies violations as infractions with fines adjusted to a range of less than $50 to $90 (allowing exceptions for parking violations and idling violations).

Prohibits law enforcement from conducting vehicle searches or searches of a person's belongings based solely on violations of the three-minute idling rule.
