Repeals and replaces Section 30-19f of the general statutes, effective July 1, 2016, regarding in-state transporter's permits for alcoholic liquor.

Sets the annual fee for an in-state transporter's liquor permit at $1,250.

Requires in-state transporters shipping wine directly to consumers to include warning labels stating "CONTAINS ALCOHOL—SIGNATURE OF A PERSON AGE 21 OR OLDER REQUIRED FOR DELIVERY" and obtain signature verification of age 21+ before delivery.

Mandates that in-state transporter permit holders file monthly reports with the Department of Revenue Services by the 15th of the following month, including consignor/consignee names and addresses, shipment dates, and company information.

Increases penalties for violations of transporter permit requirements to a maximum fine of $2,000 per offense.
