Repeals and replaces Section 30-20 of the general statutes regarding package store and grocery store beer permits, effective from passage.

Establishes annual fee for grocery store beer permit at $170, or $1,500 for grocery stores with annual food and grocery sales of at least $2 million.

Defines "grocery store" as a supermarket, food store, grocery store, or delicatessen primarily engaged in retail sale of canned goods, dry goods, fresh produce, and meats, excluding stores primarily selling seafood, fruits, vegetables, candy, nuts, dairy, bakery products, or poultry.

Changes definition of "grocery store" from "store" to "entity" in the statutory language.

Maintains existing package store permit provisions allowing sale of beer in standard-size containers for off-premises consumption only, with requirement to display retail prices including all applicable federal and state taxes.
