Adds section 10-241a to the list of statutes under which agencies can acquire real property by eminent domain with two independent appraisals (effective October 1, 2016).

Compensation for real property acquired under section 10-241a shall be the average of two independent appraisals or the assessed value on the most recent grand list, whichever is greater.

Maintains existing requirement that compensation for property acquired under sections 8-193 or 32-224 equals 125 percent of the average of two independent appraisals.

Requires agencies to increase compensation by an additional 5 percent per year (from year 6-10) when acquiring property within 1,000 feet of a previously acquired parcel five or more years after the first acquisition.

Exempts redevelopment or development projects funded wholly or partly by federal funds from these provisions if they conflict with federal law.
