Prohibits housing authorities that received state financial assistance from selling, leasing, transferring, or destroying housing projects that serve low or moderate income residents without Commissioner of Housing approval.

Requires Commissioner approval only after finding that: (1) the action serves state and municipal interests, (2) adequate low or moderate income housing already exists locally, (3) residents and municipality representatives participated in planning, and (4) displaced persons receive comparable public/subsidized housing or tenant-based rental subsidies with relocation assistance.

Directs the Commissioner to consider whether replacement housing will serve households at below 25% and below 50% of area median income through new construction, rehabilitation, or rental subsidies.

Requires written notice to residents by first-class mail at least 90 days before any public hearing on the proposed action.

Exempts specific housing projects including Father Panik Village, Elm Haven, Pequonnock Gardens, and others from replacement requirements; exempts King Court in East Hartford from one-for-one replacement requirements.
