Bill Summary: HB 5341

• Modifies the affordable housing appeals procedure by requiring affordable housing developments to contain at least four dwelling units to qualify for the special appeals process (effective October 1, 2016).

• Changes the point threshold for municipalities to qualify for a four-year affordable housing moratorium from 50 to 75 housing unit-equivalent points (effective October 1, 2016), reverting back to 75 points on October 1, 2021.
