Limits complainants (other than the commissioner) to filing only one complaint per discriminatory housing practice or set of related practices under fair housing statutes (sections 46a-64c and 46a-81e), effective October 1, 2016.

Restricts damages in discriminatory housing cases under sections 46a-64c and 46a-81e to actual economic losses only, removing punitive damages, effective October 1, 2016.

Maintains existing damage awards for other discriminatory housing practices, including alternate housing costs, storage, moving expenses, and reasonable attorney's fees.

Specifies that attorney's fees awards are not contingent on the amount of damages requested or awarded to the complainant.
