Repeals and replaces Section 45a-107b of the General Statutes, effective July 1, 2016, to clarify fee lien provisions in probate court matters.

Defines "bona fide purchaser" as a party who acquires real property in good faith with valuable consideration, without notice that a title holder died on or after January 1, 2015 while retaining an interest in the property.

Defines "qualified encumbrancer" as a party who places a lien or charge on real property in good faith, without notice of a death on or after January 1, 2015 involving a title holder or trustee.

Establishes that probate court fees constitute a lien on real property included in an estate's fee basis, but such lien is not valid against a bona fide purchaser or qualified encumbrancer unless notice is filed or recorded with the town clerk.

Requires the Probate Court to issue a certificate of release of lien within ten days of receiving full payment of fees and interest, or may issue one if payment is adequately assured.
