Removes the requirement that veterans must have served during a "time of war" to be eligible for admission to the State Veterans' Home, effective July 1, 2016.

Reduces the continuous residency requirement for non-resident veterans from two years to thirty days to qualify for Veterans' Home admission.

Adds a provision giving preference to veterans who have resided continuously in Connecticut for one year or more when determining admission eligibility.

Maintains the Commissioner of Veterans' Affairs' authority to determine veteran eligibility for home and hospital care, including transportation at state expense.
