Establishes service bonuses of $50 per month for Connecticut National Guard members called to active service on or after September 11, 2001, for at least 90 consecutive days, with a maximum payment of $500 unless deployed to a combat zone

Increases maximum payment to $1,200 for National Guard members deployed to a President-designated combat zone on or after July 1, 2007

Creates new eligibility for armed forces members (other than Connecticut National Guard) called to active service on or after September 11, 2001, with at least 90 consecutive days of service, receiving $50 per month up to $600 maximum if deployed to a combat zone

Requires applications for bonuses be submitted within three years after cessation of operations in which the member served

Effective July 1, 2016, with the Adjutant General and Commissioner of Veterans' Affairs required to adopt regulations for eligibility verification and payment procedures
