Amends Connecticut General Statutes Section 46b-25 to allow active duty military members absent from the state to obtain marriage licenses without appearing in person before the registrar.

Permits the non-military applicant to appear before the registrar while the active duty member provides a sworn statement before a notary public or authorized official.

Requires the sworn statement to confirm the military member is on active duty, absent from Connecticut, and intends to apply for a marriage license with the other applicant.

Both the military member and the other applicant must sign the statement under penalty of false statement.

The application must otherwise comply with all existing marriage license requirements, including recording Social Security numbers and personal information.
