Expands the definition of "military facility" to include parcels of land and facilities owned, leased or controlled by the state, not just state-owned or controlled facilities.

Requires applicants for lease or use of military facilities to furnish certificates of insurance indemnifying the state and federal governments against bodily injury and property damage before approval.

Allows the Adjutant General to lease military facilities in Avon and Newtown (associated with the Governor's Horse Guards) to any person, with proceeds deposited into a separate Governor's Guards horse account rather than the general military facilities account.

Permits lease or use of military facilities at actual operating cost to public/private nonprofit schools, public higher education institutions, the American Red Cross, governmental agencies, state-aided agricultural associations, and military organizations.

Establishes a nonlapsing "military facilities account" within the General Fund to receive lease proceeds and appropriations for maintenance and renovation of military facilities.
