Grants the Military Department independent authority to oversee remodeling, alteration, repair, construction or enlargement of real assets involving expenditures of not more than two million dollars, instead of requiring Commissioner of Administrative Services supervision.

Allows the Adjutant General to compile lists of architects, professional engineers and construction administrators and enter into contracts for Military Department building projects, previously a function reserved for the Commissioner of Administrative Services.

Exempts the Military Department from requiring prior approval of the Commissioner of Administrative Services for repairs, alterations or additions to buildings under its supervision and control.

Requires the Military Department to follow competitive bidding procedures outlined in sections 4b-91 to 4b-96 for construction projects involving expenditures exceeding five hundred thousand dollars but not more than two million dollars.
