Expands the Military Department's composition to include both armed forces under the Adjutant General's military command and the department's civilian employees under the Adjutant General's command and control.

Changes the Adjutant General's rank from major general (initial appointment) to lieutenant general for quadrennial appointments occurring after July 1, 1980.

Requires the Adjutant General to have at least 15 years of commissioned service in U.S. armed forces, with at least 10 of those years served in the National Guard, and achieve a minimum officer grade of O-5.

Maintains the age limit of 64 years for appointment or continued service as Adjutant General, with suspension or removal authority retained by the Governor under existing statutory provisions.
