Adds "waste conversion facility" definition to Connecticut's solid waste management statutes, defined as facilities using thermal, chemical, or biological processes to convert solid waste into electricity, fuel, gas, chemicals, or other products, excluding resources recovery facilities.

Modifies the definition of "resources recovery facility" to specify facilities that combust mixed municipal solid waste to generate electricity, replacing the previous broader language about reclaiming energy.

Removes requirement for permit applicants to demonstrate that proposed facility throughput capacity will not exceed capacity needed as set forth in the state solid waste management plan, replacing it with a requirement that determination of need comply with capacity targets in the statewide solid waste management plan.

Eliminates detailed application requirements for resources recovery facilities and mixed municipal solid waste composting facilities regarding estimated waste generation, recycling amounts, and waste generation changes over facility design life.

All amendments take effect October 1, 2016, and modify sections 22a-207 and 22a-208d of the Connecticut General Statutes.
