Modifies sections 9-242(b) and (c) of Connecticut general statutes regarding voting tabulators and handling of votes cast for cross-endorsed candidates.

Establishes a procedure for the head moderator to attribute multiple votes cast for the same cross-endorsed candidate to the appropriate endorsing parties based on the percentage of votes the candidate received from each party.

Requires the head moderator to determine the percentage of attributable votes per endorsing party, count ballots with multiple votes for the candidate, and apply the percentage to calculate votes attributed to each party.

Specifies rounding rules for fractional vote attributions (rounding to nearest whole number with 0.5 rounding up) and ensures each endorsing party with any votes receives at least one attributed vote with proportional reductions applied as necessary.

Takes effect upon passage and applies to voting tabulator requirements for both optical scan and direct recording electronic voting systems meeting federal standards.
