Requires the Secretary of the State's written instructions and opinions on election administration to be labeled as such and cite relevant legal authority.

Mandates that all written instructions and opinions be published and permanently archived on the Secretary of the State's public website.

Authorizes the Secretary to issue oral or written orders to registrars of voters and moderators during elections, primaries, recounts, or audits to correct irregularities.

Requires oral orders to be reduced to writing and delivered to the affected individual as soon as practicable, with citation to applicable law.

Takes effect July 1, 2016 and amends Connecticut General Statutes Section 9-3.
