Prohibits manufacturers and wholesalers from manufacturing or distributing children's products and upholstered residential furniture containing flame retardant chemicals (decabromodiphenyl ether, hexabromocyclododecane, TDCPP, TDCP, TCEP, or TCPP) in amounts greater than 1,000 parts per million, effective July 1, 2019.

Prohibits retailers from selling or offering for sale children's products and upholstered residential furniture containing the specified flame retardant chemicals in amounts greater than 1,000 parts per million, effective July 1, 2020.

Exempts previously owned children's products and upholstered residential furniture from the restrictions.

Requires manufacturers to avoid replacing prohibited flame retardant chemicals with alternative chemicals that pose risks such as developmental toxicity, cancer, genetic damage, reproductive harm, endocrine disruption, or nervous system and organ damage.

Designates the Commissioner of Consumer Protection to enforce the provisions.
