Requires a law enforcement unit hiring a certified police officer to reimburse the original employing unit the total cost of that officer's certification if hired within three years of certification.

Defines "cost of certification" as training, equipment, uniforms, salary, fringe benefits, and entry-level requirements set by the Police Officer Standards and Training Council, excluding returned equipment or uniforms.

Effective date for reimbursement requirement moved from July 1, 2016 to October 1, 2016.

Does not apply to law enforcement units hiring officers three or more years after certification was obtained.

Preserves existing reimbursement agreements between police officers, collective bargaining units, and law enforcement units made before October 1, 2016.
