Allows active members of volunteer fire departments, organized civil preparedness auxiliary fire companies, and volunteer ambulance associations or companies to use blue flashing lights on motor vehicles when responding to fires or emergencies, with permits issued by the chief executive officer of their organization.

Eliminates the separate provision for green flashing lights on volunteer ambulance vehicles, consolidating ambulance service personnel under the blue light authorization.

Authorizes the Commissioner of Motor Vehicles to issue permits for red, yellow/amber, and white flashing lights on vehicles operated by paid and volunteer fire chiefs, emergency medical service organization leaders, fire marshals, emergency management directors, and maintenance vehicles.

Permits emergency vehicles and ambulances to use blue, red, yellow, or white flashing lights or combinations thereof in accordance with federal ambulance manufacturing requirements.

Makes unauthorized use of colored and flashing lights an infraction; becomes effective October 1, 2016.
