Establishes uniform 50% state grant percentage for all municipalities in the Local Bridge Program, replacing a sliding scale based on municipal wealth, and updates bridge condition assessment criteria to include component condition, functional adequacy, and scour susceptibility.

Allows transit-oriented development project developers who hold recorded options to purchase abutting property to be selected without competitive bidding, in addition to existing abutting landowners, subject to state approval.

Removes outdated reporting requirements to the General Assembly regarding the state highway system plan and railroad at-grade crossings, and eliminates the annual financing plan requirement for Transportation Strategy Board projects.

Authorizes Boy Scout troops from East Lyme or Waterford to operate 24-hour Labor Day weekend coffee stops at Waterford Interstate 95 weigh stations (both directions) with proper adult supervision and commissioner approval.

Expands scrap metal processor recording and photography requirements to include materials, equipment, or parts used in railroad right-of-way construction and maintenance, and requires vehicle registration copies and origin documentation for such materials.
