Repeals and replaces Section 8-110 of the general statutes to restructure housing authority provisions related to federal funding for veterans housing (effective October 1, 2016).

Allows housing authorities to comply with federal conditions and cooperate with the federal government to secure financial aid for developing and administering housing projects for servicemen, returning veterans, and their families.

Requires the Commissioner of Housing to ensure that all federal financial aid secured by housing authorities is used exclusively for the stated purposes of housing servicemen, returning veterans, and persons engaged in national defense activities.

Mandates the Commissioner of Housing to immediately report to the joint standing committees on housing and veterans' and military affairs if any housing authority is found to be misusing federal funds designated for these purposes.

Allows municipal governing bodies to make findings regarding acute shortages of safe and sanitary dwellings for national defense workers, which determinations shall be conclusive in legal proceedings.
