Labor Commissioner, in consultation with the Commissioner of Transportation, shall develop a program providing transportation vouchers to veterans experiencing financial hardship in reaching their workplace on state-owned or controlled buses.

Veterans may apply for one voucher per calendar year, valid for ninety days after issuance, with each subsequent voucher requiring new demonstration of financial hardship.

Commissioner of Veterans' Affairs, in consultation with the Commissioner of Transportation, shall establish a program providing transportation vouchers to financially hardship veterans for medical appointments on state-owned or controlled buses.

Medical transportation vouchers issued by the veterans' advocacy and assistance unit are valid for one round trip only (one ride to and one ride from the appointment).

Both programs become effective October 1, 2016.
