Establishes a Special Operations Resource Network within the Labor Department to create a database categorizing veterans and armed forces members by military training and matching them with compatible professional opportunities.

Requires nursing homes and assisted living facilities to notify the veterans' advocacy and assistance unit of new residents who are veterans or family members of veterans (with resident consent) every six months beginning April 1, 2017.

Expands the veterans' advocacy and assistance unit to conduct outreach at least twice annually and requires the unit to develop a written outreach plan, electronically track outreach activities, and provide quarterly reports to the Board of Trustees.

Requires cities and towns without their own veterans' service officer to designate an employee as a veterans' service contact person and mandates completion of a training course conducted by the advocacy and assistance unit.

Requires the Commissioner of Veterans' Affairs to send annual electronic notifications to chief executives of cities and towns regarding their duty to designate a veterans' service contact person, with designation information submitted within 30 days.
