Establishes an Office of Overtime Accountability within the Office of Policy and Management, effective upon passage, within available appropriations.

Requires the office to examine state agency overtime expenditures and recommend ways to reduce them to the Governor, Secretary of Policy and Management, Labor Commissioner, and General Assembly.

Mandates each state agency to submit monthly reports beginning October 1, 2016, detailing overtime expenditures by location, type of work, and justification for the expenditures.

Requires the Office of Overtime Accountability to compile agency reports and submit them to state officials and relevant legislative committees within 30 days of receipt.

Mandates the office to submit quarterly assessments beginning July 1, 2017, with recommendations to reduce overtime use and any proposed legislation needed to implement changes.
