Maintains 100% matching for contributions exceeding the prior fiscal year total, with a $1 million cap on this match amount

Prohibits grants below $500 when total matching grants must be reduced due to insufficient Arts Endowment Fund earnings

Bars arts organizations from receiving matching grants if they already receive or are designated to receive funding through a Department of Economic and Community Development budget line item in that fiscal year
