Delays the registration deadline for sellers of electronic nicotine delivery systems or vapor products from March 1, 2016 to October 1, 2016.

Requires all persons selling, offering for sale, or possessing with intent to sell electronic nicotine delivery systems or vapor products to obtain an electronic nicotine delivery system certificate of dealer registration from the Commissioner of Consumer Protection.

Mandates that holders of a valid dealer registration certificate post it in a prominent location adjacent to electronic nicotine delivery system products or vapor products offered for sale.

Exempts employees of registered dealers from individual registration requirements, provided the employee's sales activities are authorized by the registration holder and conducted on premises owned or operated by the registration holder.
