Commissioner of Social Services must initiate planning for a new nonemergency medical transportation service delivery model for Medicaid recipients by September 1, 2016, effective July 1, 2016

Commissioner must issue a request for proposals by November 1, 2016 for transportation broker services to coordinate and administer nonemergency medical transportation for Medicaid recipients

Service terms must include minimum wait times for livery transportation, prescribed service levels requested by medical providers, complaint recording and staff training, and written notice of any service denials or reductions

Contractor must maintain minimum performance standards for telephone response times, be subject to monitoring by an independent quality assurance committee including Medicaid recipients and advocates, and face monetary sanctions for non-compliance

Contractors must submit monthly reports to the Commissioner and annual reports to the joint standing committee on human services regarding performance standards adherence and complaints received
