Prohibits insurers from using dog breed as a factor to establish rates, set minimum premiums, or make underwriting decisions for homeowners and tenants insurance policies effective October 1, 2016.

Exempts search and rescue dogs and guide dogs from breed-based restrictions; insurers may not deny or adjust rates for these dogs based on breed alone.

Allows insurers to consider breed as a factor for non-exempt dogs only if additional criteria beyond breed are also evaluated.

Applies to all homeowners and tenants insurance policies delivered, issued, renewed, amended, or endorsed in Connecticut on or after October 1, 2016.
