Adds definitions for "participating community hospital," "eligible project," and related terms to Connecticut General Statutes Section 10a-178, effective July 1, 2016.

Expands the Connecticut Health and Educational Facilities Authority's authority to issue bonds for eligible projects (construction, renovation, facility acquisition, equipment purchase) for participating community hospitals and nursing homes, up to $100 million in aggregate.

Defines "participating community hospital" as an acute care nonprofit hospital that is not a teaching hospital or multihospital system member, has 25 or fewer full-time equivalent interns/residents per 100 inpatient beds, and charges below median state healthcare prices.

Requires the Authority to establish a self-sufficiency standard in consultation with the Office of Policy and Management and State Treasurer that considers the unique economic circumstances of participating community hospitals for financing eligibility determinations.

All changes become effective July 1, 2016.
