Establishes a task force to study patients' medical records, including examination of response timeframes, costs for copies and research, and compliance with 45 CFR 164.524 regarding access to protected health information.

Task force composition includes 7 members appointed by legislative leaders and representatives from health information management services, trial lawyers, medical societies, hospitals, and patient advocacy groups.

Appointments must be completed within 30 days of the effective date, with the first meeting scheduled within 60 days.

Task force must submit findings and recommendations to the joint standing committee on public health by January 1, 2017, and terminates upon submission of the report or January 1, 2017, whichever is later.
