Removes discretionary language allowing the Commissioner of Motor Vehicles to issue certificates of title for vehicles older than twenty model years old, making such certificates optional rather than discretionary.

Establishes that owners of motor vehicles older than twenty model years old may request a certificate of title from the commissioner, who shall issue it upon request.

Permits the commissioner to charge vehicle owners an administrative fee for issuing a certificate of title for older vehicles.

Effective date of October 1, 2016 for all changes to section 14-166 of the general statutes.
