Repeals and replaces Section 27-138b of the general statutes regarding appeals of denied aid under the Soldiers, Sailors and Marines Fund, effective October 1, 2016.

Changes the deadline for applicants to request a hearing from "within fifteen days of" to "not later than fifteen days after" the mailing date of the denial notice.

Changes the administrator's notification deadline from "within five days of" to "not later than five days after" receipt of the hearing request.

Changes the minimum hearing timeframe from "not less" to "not earlier" than thirty days from the date of mailing the denial notice.

Preserves applicants' right to be represented by counsel, requires hearings to be transcribed or recorded, and allows appeals of final decisions through existing procedures in Section 27-138c.
