Extends the renter's grant application deadline from October 1st to allow applications to be filed on or after April 1st and not later than October 1st of each year for the preceding calendar year.

Permits renters to request extensions beyond October 1st from the Secretary of the Office of Policy and Management if extenuating circumstances exist (illness, incapacitation with physician certification, or good cause).

Simplifies grant certificate procedures by eliminating the triplicating requirement and streamlining documentation submission to the secretary.

Changes the deadline for the Secretary to prepare the approved payment list from September 30th to October 15th of each year.

Effective July 1, 2016, and amends Connecticut General Statutes Section 12-170f(a).
