State agencies may suspend civil penalties assessed against business entities for a first violation of any agency regulation if the business entity requests suspension and corrects the violation within 30 days of penalty assessment.

Suspension authority does not apply to willful or grossly negligent violations, violations resulting in bodily injury to any person, or penalties required under federal law or regulations.

Business entities denied suspension of civil penalties may appeal the denial according to the procedures in Connecticut General Statutes Section 4-183.

The act takes effect October 1, 2016, and applies to penalties imposed on or after that date.
