Adds "consultation with an attorney of the public agency concerning legal matters" as a new permitted purpose (F) for executive sessions of public agencies, effective October 1, 2016.

Repeals the provision that prohibited executive sessions from being convened to receive or discuss communications that would be privileged under attorney-client relationship unless explicitly permitted under existing law.

Limits attendance at executive sessions to agency members and invited persons whose presence is necessary to present testimony or opinion, with attendance duration limited to the period needed for their participation.

Requires minutes of executive sessions to disclose all persons in attendance, except job applicants attending for interviews.
