Secretary of the State and Commissioner of Motor Vehicles must jointly develop and implement an electronic system by January 1, 2018, allowing eligible persons to register to vote or update voter registration while applying for a motor vehicle operator's license or renewal.

The system must comply with the National Voter Registration Act of 1993 (P.L. 103-31).

Secretary of the State and Commissioner must prepare a report by January 1, 2017, including estimated implementation and maintenance costs, funding sources, staff resource allocation, system operation description, and customer interaction methods.

The report must be submitted to the joint standing committees of the General Assembly with cognizance over elections and transportation matters.
