Imposes a 0.5% surcharge on net direct premiums from homeowners and renters insurance policies written on Connecticut property, effective July 1, 2016, with annual remittance to the Insurance Commissioner by January 31st.

Establishes the Connecticut Fire Safety Fund as a separate, nonlapsing account within the General Fund to receive surcharge revenues.

Directs fund expenditures first to regional fire schools' operating budgets, then to Firefighter I certification training costs and fees for paid and volunteer firefighters in municipalities requiring criminal background checks.

Allows remaining fund moneys to offset costs of other firefighter training programs including Firefighter II certification and fire operations training.

Authorizes the Commissioner of Emergency Services and Public Protection to establish budget submission procedures, reporting requirements, and distribution methodologies for fund recipients.
