Amends the definition of "narcotic substance" in Connecticut General Statutes Section 21a-240(30) effective October 1, 2016.

Adds fentanyl and its salts, compounds, derivatives, and preparations to the list of morphine-type narcotic substances, including any chemically equivalent or identical substances.

Corrects grammatical language throughout the narcotic substance definition, changing plural references to singular forms for consistency.

Clarifies that fentanyl compounds showing similar chemical structure or physiological effect with abuse potential are controlled substances under the chapter unless otherwise modified.
