Changes disclosure of erased criminal records from discretionary ("may") to mandatory ("shall") under Connecticut General Statutes Section 54-142a(f), effective October 1, 2016.

Expands grounds for record disclosure to include prosecution of persons for committing crimes while on release or violating release conditions in cases subsequently nolled or dismissed.

Authorizes disclosure of erased records to prosecuting attorney, defendant, and court in perjury or false statement cases arising from testimony in court.

Maintains existing disclosure provisions for false arrest defendants and preserves any records destruction programs that may have applied to the records.
