Establishes mandatory weekly repayment of child support arrearages of $3,000 or more at a rate equal to at least 100% of the previous weekly child support order amount when the obligor no longer has a current duty to provide support.

Allows courts or family support magistrates to order higher weekly arrearage repayment rates based on the obligor's ability to pay, after a hearing.

Prohibits courts from deviating from presumptive child support amounts based on parental earning capacity for individuals receiving federal Supplemental Security Income, Social Security disability benefits, state supplement to SSI, or state-administered general assistance.

Requires the Commission for Child Support Guidelines to adopt regulations to implement the arrearage repayment provisions.

Effective October 1, 2016.
