Requires restaurants with public restrooms to install baby changing stations in at least one men's restroom and at least one women's restroom, or in at least one unisex family restroom if available.

Applies when restaurants construct new public restrooms or undertake substantial renovations of existing public restrooms.

Defines "substantial renovation" as a construction or renovation project costing at least $10,000 that requires a building permit.

Defines "baby changing station" as an elevated area (counter, table, etc.) designed and dedicated solely for changing diapers or clothing.

Effective October 1, 2016.
