Requires students enrolling in the 2016-2017 school year and thereafter at public or independent institutions of higher education to be vaccinated against all known serogroups of meningococcal disease if residing in on-campus housing.

Mandates vaccination with meningococcal conjugate vaccine, meningococcal polysaccharide vaccine, serogroup B meningococcal vaccine, and any other vaccine for known serogroups of meningococcal disease, with evidence of vaccination not more than five years before enrollment.

Exempts students with medical contraindications documented by a physician, advanced practice registered nurse, or physician assistant, and students with religious objections to vaccination.

Requires institutions to provide information about meningococcal disease and vaccine availability to all prospective students prior to enrollment and develop procedures for tracking student vaccination status.

Takes effect July 1, 2016.
