Increases the Codes and Standards Committee membership from twenty-one to twenty-three members appointed by the Commissioner of Administrative Services, effective July 1, 2016.

Increases the number of local fire marshals on the committee from two to four members.

Maintains existing composition requirements for architects, engineers, builders, public health officials, building officials, labor representatives, and specialty contractors.

Requires all non-public members to have at least ten years of practical experience in their respective professions or businesses.

Establishes attendance standards whereby members who miss three consecutive meetings or fifty percent of annual meetings are deemed to have resigned.
