Requires interdistrict magnet school operators to notify school districts by May 15 annually of students enrolling from their district, including the number of students by grade, school name, and tuition amount.

Prohibits local or regional board of education magnet school operators that did not charge tuition in school year 2014-2015 from charging tuition in subsequent years without Commissioner of Education authorization, effective July 1, 2015.

Requires the Commissioner to consider the operator's average per pupil expenditure, state subsidies, and other revenue when deciding whether to authorize tuition charges, and permits comprehensive financial reviews of magnet school budgets.

Exempts regional educational service centers and magnet schools assisting the state in meeting Milo Sheff desegregation goals from the tuition authorization requirement.

Requires parents or guardians to notify their home school district within two weeks of a magnet school enrollment lottery if their student is accepted or placed on a waiting list.
